Moral reflection as a solitary pursuit:
When we just believe in our own moral convictions and try to justify our actions through self introspection.
A poacher may justify his action of killing endangered species for sake of his own livelihood by disregarding the environmental ethics.
Moral reflection as a public endeavor:
Moral reflection should be achieved through an interlocutor who could be part of friend circle, community or society and nation.
In this aspect an individual assess the moral quality of his actions through the parameters set in social morality, constitutional morality etc.
Thus moral reflection should be an individual pursuit for moral excellence; however core ideas should be aligned with social spectrum.
